The legendary pro skateboarder made the announcement during Sony's keynote speech at CES 2015 on Tuesday. Although announced during Sony's press conference, the new Tony Hawk game wasn't said to be PS4-exclusive. This is likely another attempt to attach the franchise to Playstation's name, similar to what they tried with Destiny, and other games.
